End user programing of system and local speed dials

Having an issue with programing of system and local speed dials on the end user side on 7970 phones. I can see where to view them but there is no softkey to add speed dial. I can add them via the CLI but the end user can't from the phone. Do i have to enable this or does it come enabled out of the box. Thanks for any help you can give.
