How to configure fxs port for analog phone

I have configure UC 500 to connect Cisco Router 3825 on the other site.
I am trying connect an analog phone into fxs port so it can talk with another ip phone that connected on the cisco router.
Unfortunately the analog phone is not working properly.
The analog tone is likes busy.

Do i need configure something on my UC? Please advice

That might help; however; it would be helpful to post your config. You might also look at your access list.
