You can create a dial-peer
You can create a dial-peer where the caller must match some predefined digits. example:
dial-peer voice 102 pots
description International Calls
destination-pattern **38011T
port 0/3/0:23
prefix 011
The dial peer will strip the code "**38011". Then create a COR list where this dial-peer a member of the COR list in which you want to give privlege to dial.
Or, you can create a custom Feature Access Code and only give the code to those who are privlidged to dial International:
